BUGKALOT CONFEDERATION of Nueva Vizcaya, Quirino and Aurora, Inc. (BC)
An over-all and highest governing body/Organization of the Bugkalot/Ilongot Political Structure, Institution and Social Organization within the Provinces of Nueva Vizcaya, Quirino and Aurora and other Recognized areas outside the ancestral domains. The Bugkalot Confederation (BC) has nineteen (19) officers composed of an over-all Chieftain (Pan-emminan na Tengeg), Vice Over-all Chieftain (Mikadowan Pan-emminan na Tengeg) and the Over-all Representatives (Pan-emminan na Mengibebetgang). It also covered the Bugkalot Provincial Federations (BPF) from the three (3) provinces of Nueva Vizcaya, Quirino and Aurora down to the Bugkalot Municipal Associations (BMA) to Bugkalot Brangay Associations (BBA). Another “Bugkalot Professionals Federation, Inc. (BPF) is an organization for Bugkalot professionals helping to intensify the campaign against poverty toward prosperity.
BUGKALOT PROVINCIAL FEDERATION (BBF).
Bugkalot Provincial Federation shall be the governing body/organization in the provincial level of the Bugkalot/Ilongot Political Structure and Institution. This shall be headed by a Provincial Chieftain (Tengeg no Probinsiya). The Provincial Chieftain shall have Board of Trustees (Mengibebetgang no Probinsiya) composed of seven (7) regular members aside from the Municipal Chieftains who are the Ex-Officio Members. Provincial appointed positions shall be created as the need arise by the Provincial Chieftain with the concurrence of the Council of Elders (Pogong no Beganget) and confirm by the Overall Chieftain (Panemminan na Tengeg).
BUGKALOT MUNICIPAL ASSOCIATION (BMA). Bugkalot Municipal Association shall be the governing body/organization in the Municipal level of the Bugkalot/Ilongot Political Structure and Institution. This shall be headed by the Municipal Chieftain (Tengeg no Munisipyo). The Municipal Chieftain shall have Board of Directors (Mengibebetgang no Munisipyo) composed of seven (7) regular members aside from the Barangay Chieftain (Tengeg no Barangay) who are the Ex-Officio members.
BUGKALOT BARANGAY ASSOCIATION (BBA) Bugkalot Barangay Association shall be the front liners body/organization in the Barangay level of the Bugkalot/Ilongot Political Structure and Institution. This shall be headed by a Barangay Chieftain (Tengeg no Barangay) composed of seven (7) regular members. A chairman (Pinigin Beganget) of the Council of Elders (Pogong no Beganget – Mebbeya) confirm by the Municipal Chieftain (Tengeg no Munisipyo), Provincial Chieftain (Tengeg no Probinsiya) and Overall Chieftain (Pan-emminan na Tengeg).
COUNCIL OF ELDERS The Council of Elders (Pan-emminan na Pogong no Beganget – Mebbeya) shall be the body of Elders in the Bugkalot/Ilongot Political Structure and Institution. All Officers in the political structures from BC, BPF, BMA and BBA are members of the Council of Elders. Its primary responsible is to work hand-and-hand with the Bugkalot Confederation (BC) in settling or resolving conflict/s within and among Bugkalots including other affected communities in the Bugkalot Territorial jurisdiction. The Council of Elders (Pogong no Beganget – Mebbeya) shall be regarded as wisdom holders who possess a certain degree of integrity, esteem and dignity. They are also generally relied upon by the community members as leaders or emerging leaders in the pursuit of Bugkalot community concerns. Pogong shall be a redressing mechanism in settling conflicts whether it concerns land dispute, leadership conflict resolution, feuds, marriage and many others. The Tengeg (Leader)/community experts like elders shall compose the Council of Elders (Pogong no Beganget – Mebbeya).
BUGKALOT/ILONGOT CULTURAL COMMUNITIES (BICC) Bugkalot/Ilongot Cultural Communities in the Political Structure and Institution shall be our recognized self-ascription. Bugkalot/Ilongot shall be treated as one and the same homogenous cultural communities referring to ourselves who are rights holder of Ancestral Domain Title (CADT) Nos. R02-NAG-0173-0012 and R02- DUP-0110-0146 covering ancestral Domains and ancestral Lands located within the provinces of Aurora, Quirino and Nueva Vizcaya/Ecija and those areas that may be considered part of our territory shall be covered by this structural and organizational framework.
